I have come across a William Payne, who appears to have been the landlord at the above public house. From what I have found out he was definitely living at the pub on 6th July 1913 and at the time was married to Eva, as those details were on my grandmothers birth certificate. Her name was Maud Payne. *
It looks like he may have been at the pub from 1910 to 1923 but I have not been able to find anything more about him or his wife Eva after the birth of my grandmother in 1913. However when my grandmother was 9 she is living with another family in Bonvilston South Wales, not Gloucestershire with her father William Payne.
On 9th January 1872, William Payne aged 19, married Adelaide Highes aged 21, at Minety, Wiltshire. Their parents are Peter Payne, a Collier, and William Hughes, a Groom. Adelaide Payne is buried in Blaisdon on the 12th March 1910, aged 59 years.

In 1910 there is a marriage recorded to an Eva M Hughes at Westbury on Severn. It appears from earlier census he was previously married to an Adelaide Hughes.
The baptism of Eva Maud Payne on August 13th at Blaisdon, to William and Eva Payne has a footnote in the church records. It states 'These persons are not in lawful wedlock'.
