The Temperance Hotel is at about 21 Russell street, so I am guessing this is the correct entry for Edwin Franklin in 1902 at 17 Russell street, or William Daniels, a beer retailer, at 19 Russell street, also at #19 in the 1891 census, although not named, and when the Temperance Hotel is at #17.
