From the 1861 census, you have Benjamin
Glenister and his wife Elizabeth Glenister. Elizabeth (my ggg. grandmother)
was originally married to a James French and they show in the 1841 (where
James French is shown as "grocer" though the pub is not explicitly listed
they were the owners at that time),. In the 1851 Elizabeth French, listed as
'beer retailer' is running it after her husband's death in 1849. *
Then Elizabeth marries Glenister, and they run it, as shown in the 1861. In
the 1871, Elizabeth now widowed again when Benjamin dies in 1866, is again
running the Three Horseshoes on her own. Then her son from her marriage to
James, George takes over in the 1881 (as you note). The pub passes through
one more relative and then is no longer run by a family member. *
