Francis Carter, the 1861 landlord named, is my 5x great grandad, previously a builder based in the East End. Patrick Donovan, also named, was his live-in servant, and Henrietta Carter, the succeeding landlady, his (Francis's) daughter (my 4x great grand-aunt). **
The 1851 census also shows, Francis, Patrick and Henrietta at the Bedford Arms (Francis described as a builder):
I think all three are buried under one slab tomb in St Thomas Catholic churchyard, Rylston Road, Fulham.
Francis Carter owned other properties nearby to the Bedford Arms, in Fane Street, Orchard Street and Star Court, as well as land in Twine Court, Shadwell, though I think the Bedford Arms may be the only property that survives from that time without having been redeveloped.

Saint James's Chronicle. 22 September 1855 - Conviction under the New Beer Act.
Mr Francis Carter, the landlord of the Bedford Arms beer shop, in the Fulham fields, was summoned before Mr Beadon, under the last beer act, for having his house open for the sale of beer &c, after eleven o'clock on Sunday night, the 9th instance, the same not being refreshment of travellers or lodgers therein.
The Defendant denied all knowledge of the beer, and declared his pot boy had drawn it without his knowledge or consent.
Mr Beadon said he was answerable for what took place in his house, and fined him 40 shillings and costs.

1879, ist March Administration of the Personal Estate of Henrietta Carter late of the Bedford Arms, Fulham fields in the County of Middlesex Spinster who dies 20 December 1878 at the Bedford Arms was granted at the Principal Registry to Amelia Chandler of the Bedford Arms Widow the Sister and only Next of Kin.

Thomas Cox Vine, beerhouse keeper, made his first application for provisional grant of a license for a house to be built on the site of the Bedford Arms, Dawes lane - Mr Childs opposed on behalf of the landlord of the Salisbury Hotel, Mr Bosley supported the application - Refused.
Thomas Cox Vine was a builder who went bankrupt in July 1882.
