Edward Stammer appears in the Universal British Directory vol2 published from 1793 to 1798 under traders for Cuckfield. The entry being Stammer Edw. Victualler, (White Hart). *
Edward Stammer was buried 9th November 1803 Edward Stammer, Sexton, Cordwainer and Landlord of the White Hart aged 59 ; burial entry in the Cuckfield burial register. *
The Stephen Stammer which you have listed against the White Hart Pigots Directory 1839 is the son of Edward above. It looks like the Stammer family held the White Hart for over 40 years.

Cuckfield, Sussex.
To be sold by Auction by Mr Philip Barber.
On the premises, on Friday, the 5th of August, 1836, at 4 o'clock in the afternoon.
All that compact and desirable Inn, called or known as the White Hart Inn, with the stables and Appurtances thereto belonging, situate at the entrance of the town of Cuckfield, on the London and Brighton turnpike road, late the property of Mrs Sarah Stammer, deceased, and for many years conducted by her with great respectability and success.
The above premises are copyhold, holden of the manor of Cuckfield, and are subject to a quit-rent of 4d pre annum, and a fine and heriot of 7d each of certain on death or alienation.
Also three cottages, adjoining the Church yard of Cuckfield, in the respective occupations of Richard Purser, William Stammer and William Gibson as tenants, producing a rent of 20 shillings per annum. These last mentioned premises are holden of the manor of Cuckfield Vicarage, and are subject to a yearly quit-rent of 1 shilling heriot of the best east on death and alienation, and a fine at the lords will on admission.

Thomas Attree, landlord of the Ship Inn, Cuckfield, appeared to answer an information for refusing to take in soldiers upon billet, Mr Robertson appreared for the defendant in this case and in a similar one against Sarah Stammer, of the White Hart Inn, Cuckfield. Both informations were dismissed, and the informer was ordered to pay the costs, 17s 6d.
